A popular solution for many people, when considering immigration to Canada, is to come to Canada on a temporary work permit and experience living and working in the country before committing to the full immigration process. The Canadian Experienced Class (CEC) and Provincial Nomination Program (PNP) make it easy for lawfully admitted Temporary Foreign Workers with a permanent job offer, to apply for Permanent Residency. Many foreign professionals choose this immigration route.

How can I apply from outside Canada?
To apply for a work permit from outside Canada, you must submit the following documents:

  • A job offer from a qualified employer
  • A positive Labour Market Opinion (LMO) from Human Resources and Skills Development Canada (HRSDC) permitting the employer to hire a foreign worker to fill the job


Note: Some jobs do not require an LMO. The employer decides if you are qualified not the Government. Beside the above documents, a visa officer must be satisfied that:

  • You will leave Canada at the end of your work permit
  • You have enough money to support yourself and your family while you are in Canada
  • You respect the law and have no criminal record
  • You are not a risk to the security of Canada
  • You are in good health


Note: IT specialists in high demand occupations, as listed below, are not required to submit an LMO.
Individual’s work permit applications may therefore be processed more quickly.

Note: The provinces of Ontario, British Columbia, and Alberta maintain a list of occupations under pressure.
There will be more relaxed requirements for a positive LMO for occupations in the provincial lists.
