After long and exhaustive endeavors of Iranian business owners, lawyers, and immigration consultants residing in Canada, finally Citizenship and Immigration Canada (CIC) announced that it will continue processing of Iranian applications. CIC offices in Canada and overseas are instructed to continue processing applications for permanent and temporary residence of Iranian nationals and persons residing in Iran, to visa issuance, as per normal office procedure.

Quebec and Other provinces such as Manitoba previously suspended Iranian applications will also resume the processing of applications from Iran again.

In cases where applicants need to show that they can or have transferred funds to Canada, such as for federal Investor class applicants who are required to make their $400,000 or $800,000 investment, applicants should be informed that they may face restrictions in transferring funds to a Canadian financial institution and should be referred to the text of the sanctions Regulations.

Persons affected by the sanctions on financial transactions, whether they be applicants for a visa or already in Canada, may apply for permits from the Department of Foreign Affairs and International Trade (DFAIT) that authorize specified activities or transactions that are otherwise prohibited under the sanctions. This permit process should be taken into consideration when assigning a deadline for submitting evidence that funds can be transferred to Canada or an investment made, prior to refusing an application from an Iranian national or person in Iran for failure to transfer the required funds or investments.

Due to the continuing violence in Syria, the Visa and Immigration Section at the Canadian Embassy in Damascus is closed and services have been transferred to neighbouring visa offices.

The visa office in Turkey (Ankara) will take care of immigration applications from Iran; the visa office in Jordan (Amman) will also be responsible for all applications from Iraq.

Following this redistribution, the visa offices in Lebanon (Beirut) and Jordan (Amman) will become full service offices, and now applicants in those countries will have access to full immigration services in their home country.

The government of Quebec made a very unexpected announcement yesterday.

Due to recent amendment to Special Economic Measures (Iran) Regulations as of November 21st, 2011, the government of Quebec will no longer be accepting immigration applications under the Immigration Investor Program for Iranians in Iran.

The government of Quebec confirmed that this should not affect those candidates who have submitted a file prior to November 22, 2011. Those files in process should proceed as normally.

A maximum of 10,000 new Federal Skilled Worker applications will be processed in the next 12 months starting July 1st 2011.

Within the 10,000 cap, a maximum of 500 new Federal Skilled Worker applications per National Occupation Classification (NOC) code will be considered for processing each year. Last year’s cap for each occupation was 1000.

Jason Kenny, the minister of CIC introduced a cap of 700 on new federal investor applications effecting July 1st, 2011 for the next 12 month and until June 30th 2012.

The main reason for the cap is to reduce the backlog and improve wait time. All applicants need to submit simplified applications to Central Intake Office (CIO) in Sydney, Nova Scotia. If all documents were complete, a complete list of document will be provided to the regional office responsible for the processing of the file.

It is highly expected that the 700 cap fills within few weeks if not in few days.

In a smart and transparent move, CIC announced the Number of applications received since June 26, 2010. This will help applicants to have a better idea of the time line that they have to prepare their documents. Based on the new regulations, applicant must submit all documents including ILTES score at the time of submitting their applications.

From June 26, 2010 to June 30, 2011, a maximum of 20,000 applications will be considered for Federal Skilled Worker. Within the 20,000 cap, a maximum of 1,000 applications in each occupation will be processed.

Until October 19, 2010 CIC has received 2, 226 complete applications.

Effective June 26, 2010, the Federal Investors Program, one of the most popular programs in the Canada business immigration program paused for administrative purposes. A new program will start sometime later in the fall or winter.
Under the new regulations, the government of Canada increases the mandatory investment from $400,000 to $800,000. It also increases the required net worth from $800,000$ to $1,600,0000.

The good news
The Quebec Investor Program has not been changes yet. This provides a unique opportunity for investors to act fast, apply with lower net asset and investment requirements before the new changes come into force. The Quebec Investor Program will follow Federal Investor rates soon.
A qualified individual will be required to have $800,000 of net worth, and a one-time payment of $120,000.

Effective June 26, 2010, government of Canada changed the federal skilled workers occupation list. The new list contains 29 occupations, with 12 new jobs added to the list.
New regulations impose a cap of 1000 applications per occupation in each 12 months (starting June 26, 2010). A maximum of 20,000 applications will be considered for each 12 months. The application of all qualified applications will be rejected when the cap reached the total number. Applying under the new program will be faster in comparison to those of former regulations.

Changes in the 38 occupations in demand in Canada may come in effect in late June 2010.

Effective February 27, 2008, the federal government introduced a new process to assess federal skilled workers applications. The changes streamlined the process and noticeably reduced the processing time. Three key eligibility criteria were introduced. In the most popular category, applicant’s occupation must be in the 38 occupations in demand in Canada also known as priority occupations list.

The occupation list is more than two years old and it is time for a big change. It looks that the highly anticipated changes will be in effect soon. So far there has not been any official announcement, but the new occupation list may come in effect in late June 2010. The new list will be shorter and different, but at this point in time, it would be very hard to predict the changes.

Arranged Employment category may remain unchanged.

The world has had a chance to see the abundance and diversity of talent of Canada’s multicultural population, showcased in this year’s Olympic Games. Canada has been represented by many of its varied immigrant population over the last hundred years. Talented sportsmen and women, such as American born figure skater Kaitlyn Weaver have even immigrated t o Canada especially to compete in the Olympics. The 2010 Winter Olympics have just opened in Vancouver, British Columbia in February of this year.

Canada can feel proud of many notable new immigrants in the Olympic events. In running Canada has benefited from superstars from as far off as Jamaica and Ireland. In the 1994 summer Olympics, a gold medal went to Jamaican born Donovan Bailey, who immigrated to Canada at the age of 13. He once held the record as the world’s fastest man and has represented Canada numerous times in running events, although his preferred sport was initially basketball. The running team in 1996 also boasted two more immigrants: Robert Esmie from Jamaica and Bruny Surin from Haiti, who also had many fine achievements at those games. The first ever immigrant to win a running medal for Canada at the Olympics was Bobby Kerr from Ireland, who won a gold and a bronze at the London Olympic Games in 1908.

It is not just in running that Canadian immigrants have excelled: skiing, tennis, soccer and boxing, even walking have produced medals for Canada from a varied group of immigrants. The famous Nigerian wrestler, Daniel Igali, applied for refugee status in Canada after visiting it for the Commonwealth Games in 1994. He took home a gold medal for Canada from the 2000 summer Olympics in Sydney and has a confirmed place in Canada’s Sports Hall of fame.

Hockey is one of Canada’s favourite national sports, and even here immigrants have shown that they can make it their own. Back in 1924, Duncan Munro an immigrant from Scotland helped win a gold medal for the Canadian team by scoring 18 goals. In 2002 two Irish immigrants, Geraldine Heaney in the Womens Hockey Team and Owen Nolan in the Men’s Hockey Team each won gold medals at the winter Olympics in Salt Lake City Utah.
